With a backup-heavy rotation for both teams on Thursday, do not expect a ton of scoring in Vegas.

The Las Vegas Raiders are priced as a slim 3.5-point favorite in their preseason finale on Thursday evening against the San Francisco 49ers, with kick-off scheduled for 8 p.m. ET at Allegiant Stadium.

With Kyle Shanahan openly saying his starters won't suit up, my 49ers vs. Raiders predictions are backing Vegas.

Who will win 49ers vs Raiders: Raiders

Kalshi probability: 60%

It's Week 3 of the preseason, and the last thing teams want is their starters to sustain any injuries. Kyle Shanahan's San Francisco 49ers head to Australia in less than a week for their season opener, and the head coach made it clear his main guys will not play, with minimal time before a long trip. On top of that, San Fran is banged up right now.

The Las Vegas Raiders aren't throwing out their first-stringers either, but Aidan O'Connell is likely to get a lot of playing time at QB as he tries to solidify a spot on the roster. O'Connell led Vegas to a nail-biter win in preseason Week 2.

In fact, a lot of players reportedly on the roster bubble will play for the Raiders on Thursday. That provides major motivation to perform, and it's a strong enough reason to lock in the Vegas moneyline.

 TOP PICK
49ers vs Raiders Over/Under pick: Under 37.5

Kalshi probability: 51%

With a lack of real offensive firepower on both sides, the Under is a clear pick.

The 49ers also scored 41 points against the Chargers last week, but that total was inflated by an 83-yard punt-return touchdown. Las Vegas has shown some offensive life this preseason, but its backup-heavy units have been inconsistent and could lean heavily on the running game, which points toward the Under.

With both teams likely focused more on evaluating roster depth than pushing the offense, this feels like a lower-scoring preseason finale.
