Is sports betting legal in PA?

Yes, legal sports betting is legal in Pennsylvania. Governor Tom Wolf signed HB 271 into law on Oct. 30, 2017. The first retail bet in the state was accepted in November 2018, and today, sports bettors can place wagers either in person or online at 11 Pennsylvania sportsbooks.

      Expert Verdict

After using Fanatics Sportsbook regularly, the FanCash rewards program is what truly stands out. Every bet earns FanCash, which I’ve redeemed for bonus bets and Fanatics merch, making it feel like real value rather than a throwaway perk, and paired with a smooth app, strong live betting, early cash-out, and easy same-game parlays, it’s especially rewarding during football season when FanCash can pile up fast.

After using FanDuel in Pennsylvania for years, it’s hard to beat its overall user experience. The app is clean, fast, and intuitive, making it easy to jump from pregame lines to live betting, build same-game parlays on the fly, and take advantage of odds boosts or parlay insurance without digging through menus.

      Expert Verdict

After spending time betting with bet365 in Pennsylvania, it’s clear why the brand has such a strong global reputation. The live betting experience is one of the best in the state, with fast-moving odds, in-play stats, and reliable live streaming that lets me follow and wager on games at the same time. What really stands out, though, is the depth of niche markets — from lower-tier soccer leagues to less mainstream sports like rugby — giving me far more betting options than most PA sportsbooks.

      4. DraftKings Pennsylvania

      Expert Verdict

After betting with DraftKings in Pennsylvania week after week, its speed and consistency really stand out. Winning bets are graded quickly, daily promos and odds boosts actually show up when you open the app, and the NFL coverage is deep — from same-game parlays to alternate lines and player props — making it easy to build bets on every matchup. The app’s flow feels natural, especially on Sundays, and it’s one of the few PA sportsbooks where I know I won’t be waiting long to see my winnings settle.

After betting with Caesars Sportsbook in Pennsylvania, the loyalty perks and customer service really set it apart. Caesars Rewards is easily the best program in the industry — I earn credits on every wager, win or lose, and I’ve been able to redeem them for real-world value like dining and entertainment, not just bonus bets. When I’ve needed help, Caesars’ customer support has been quick, knowledgeable, and genuinely helpful, making the overall experience feel polished and premium compared to other PA sportsbooks.

      Expert Verdict

BetRivers Pennsylvania has quickly become one of my go-to apps for a solid, no-nonsense betting experience. The Kambi-powered platform offers fair odds, a steady stream of daily promotions, and the iRush Rewards program, which I’ve found really rewarding over time. I especially enjoy the live betting section — being able to stream select games after a small wager makes following the action so much more engaging. On top of that, the app’s responsible gaming tools are insightful and easy to use, which gives me peace of mind while placing bets in PA.

Pennsylvania has over a dozen retail sportsbooks located inside casinos and racetracks throughout the state. Sports bets can be placed with a ticket writer or via a kiosk at all locations. There’s even a sports betting lounge for BetRivers customers at PPG Paints Arena in Pittsburgh.

      percent Taxable winnings

The federal government deems money made from sports betting as income and is taxed at a 24% rate for winnings greater than $600. Winnings can be offset by losses, which should reduce personal tax burdens. Pennsylvania also has a flat-rate personal income tax of 3.07% for all taxable income, including gambling and lottery winnings. The state and its counties collect tax revenue from all sports betting activities at 34% and 2%, respectively.

The pros and cons of PA sports betting

The demand for online sportsbooks in PA is evidenced by the fact that 95% of bets are placed online. However, the high tax rate for online Pennsylvania sportsbooks means some lines and odds are less favorable than in other states.
