"Should the city enact more gun laws"-I'm not sure what the gun laws are in that Delaware city.But in a lot of cases it doesn't matter what a particular cities or states gun laws are,if the states next to them have easy access to firearms.Here in Chicago we have some tough gun laws,but the next state over Indiana,doesn't have tough gun laws.So in some parts of the city,Indiana is literally just the other side of the street.So of course a lot of guns are being brought here by that situation,and our states gun laws (no matter how tough) can't stop the flow of guns coming into the city.You would have to have federal gun laws,not something that completely differs from state to state.Here's what I do know,the answer ain't more easy access to military type guns.

I believe there was armed staff and teachers at the recent shooting in Nashville,the person who called into 911 told the operator there was armed staff there,and for the police responding to be careful not to shoot the staff who were armed.There was an armed staff member at the Parkland shooting in Florida,the armed staff was to afraid to do anything though,so he just listened as kids were getting killed.

United kingdom has no school shootings since 1996 after banning guns. Canada has under 4 dozen shooting deaths in entire history of all schools. On global peace index, Canada is ranked 12th safest country while UK is 35th and US 129th.
