Is sports betting legal in Oklahoma?

No, Oklahoma sports betting is not legal in April 2025. But, this is not for lack of trying, as local lawmakers — such as State Senator Casey Murdock and Representative Ken Luttrell — have each introduced several sports betting legislation bills since the U.S. Supreme Court overruled the federal ban in 2018. 

Even Governor Kevin Stitt has made a recent effort to bring a legalized betting market to the Sooner State. Unfortunately, Gov. Stitt's vision does not align with the state's tribal nations, which currently operate over 100 retail casinos in 2025. Stitt wants to change the state's sports betting legislation to have an open market, allowing major companies like FanDuel and DraftKings to receive operating licenses from the state and local sports franchises. This fundamental disagreement has led to numerous stalled bills — including Senate Bill 585, which was recently removed from legislative discussions mere hours before it was set to be discussed.

April 25, 2025: Legalized sports betting in Oklahoma took another step forward. The Journal Record reported two House bills - HB 1047 and HB 1101 - passed through the state Senate's Business and Insurance Committee, which give Native American tribes within the state exclusive rights to run and operate sports wagers. 

April 7, 2025: Oklahoma's sports betting hopes stall again after local lawmakers remove a discussion about mobile sports betting legalization bill mere hours before they were suppose to potentially vote on it. 

March 27, 2025: Two more Oklahoma sports betting bills advance through the state House of Representatives, but still face an uphill battle to legalization.

Online sports betting: Coming soon to Oklahoma?

There is a lot of recent positive momentum to legalize sports betting in Oklahoma, but there are still many barriers — namely taxes and the role of the state's tribal nations. 

The first major sports betting bill — House Bill 1027 — was proposed in 2023 and included a progressive tax rate for sportsbooks ranging from 4% to 6%. Later that year, Governor Stitt announced his plan, which included a 20% tax rate. Oklahoma lawmakers disagree with its Governor and have still not agreed on the actual rate for its online sports betting market. 

As mentioned above, the tension between Governor Stitt and state tribal nations looms. Governor Stitt says he wants a 'fair deal' and will not approve any bill that gives tribal nations a monopoly on sports betting, which they are pushing for by amending their current gambling compacts with the state. 

It's difficult to imagine Oklahoma legalizing any piece of sports betting legislation until both of these major issues are resolved.

If you don’t want to wait for Oklahoma to legalize sports betting, you can cross state lines to Kansas and Colorado to wager on sports in 2025. Arkansas is another neighbor, but only one authorized sportsbook is available. 

These are the only nearby options for eager OK bettors, as Texas and Missouri are close but have not yet opened a regulated sports betting market either.
