Fusion is certainly a priority for them.
But they do not have a stated goals of: ‘Dream then create Fusion Powered Products = Houses, Hospitals, Cars, radios, robots, jet skis, etc’.

‘The Great Leap Forward’ was a huge failure. Mao and his government set very ambitious goals on everything from agriculture to industrial outputs.
Their steel production industry, as an example, was a complete failure. They produced vast amounts of extremely low-quality steel that was largely unusable.
The failure of their entire agenda then led directly to a devastating famine.
Certainly they have turned it around in a lot of areas lately, like semiconductors, robotics, medical and agricultural equipment, etc.
The issue is that it is not an equal comparison between China and the USA. The USA does not have the 10 point plan with industry like China. The USA has hundreds of plans and goals spread across various spectrums.
Even in fusion. They have targeted a pilot fusion plant for sometime in the mid 2030s.
Look at the AI movement— they have close to 100 federal actions that are ongoing. The CHIPS strategy. They have serious STEM plans as well.
So, there is not exact numbers like: China has met 68% and USA has met 56% of their goals.
The two countries simply operate differently.

The point of contention was about the USA versus China in achieving goals.

The Manhattan Project certainly showed a clear goal being achieved. The physics behind it may not have been primarily in the USA, but they certainly supplied enormous amounts of resources, research, plutonium production, the first nuclear test, etc. They achieved the first operational atomic bombs.
So with achieving goals in mind and not necessarily inventing things you can phrase it along the lines of:
"The USA didn't invent every scientific principle behind either technology, but it was central to transforming both into practical, large-scale technologies. The USA role in the Internet was foundational, and the Manhattan Project was overwhelmingly a USA-led effort."
So, for goal comparison I would easily make the argument that there are many goals the USA has met and some very clear ones that China has not met.
