They are called entitlements because we are "entitled" to them. We pay social security & are entitled to receive it. As far as Medicare, I believe those Americans who don't need it should not receive it. 

Now if you meant to say a "sense of entitlement" then you may be referring to rich donors who feel entitled to tax cuts.
