/ As means-tested benefits expanded, welfare began to serve as a substitute for a husband in the home, and low-income marriage began to disappear. As husbands left the home, the need for more welfare to support single mothers increased. The War on Poverty created a destructive feedback loop: Welfare promoted the decline of marriage, which generated a need for more welfare.

/ A second major problem is that the means-tested welfare system actively penalizes low-income parents who do marry. All means-tested welfare programs are designed so that a family’s benefits are reduced as earnings rise. In practice, this means that, if a low-income single mother marries an employed father, her welfare benefits will generally be substantially reduced. The mother can maximize welfare by remaining unmarried and keeping the father’s income “off the books.”

For example, a single mother with two children who earns $15,000 per year would generally receive around $5,200 per year of food stamp benefits. However, if she marries a father with the same earnings level, her food stamps would be cut to zero.

/ Overall, the federal government operates over 80 means-tested welfare programs that provide cash, food, housing, medical care, and social services to poor and low-income individuals. Each program contains marriage penalties.

/ Low-income families generally receive benefits from several programs at the same time. The marriage penalties from multiple programs when added together can provide substantial financial disincentives to marriage.

/ The anti-marriage penalty is the most severe among married couples where both parents are employed.

/ It has been over 60 years since Lyndon Johnson announced the so-called war on poverty, and $22 trillion dollars later, the overall poverty levels have not budged.

/ Before liberal policies took hold in the black community, 80% of black children were raised in two parent families with a married mother and father. Now 72% of black children are born out of wedlock and 66% are raised in single parent female headed households.

/ The anti-marriage incentives built into the welfare state are indefensible. Policymakers should reduce welfare’s anti-marriage penalties.

/ Democrats have destroyed the black community through welfare.

You copied a heritage opinion piece. That does not qualify as facts.

It does. It is called the marital tax credit which creates an advantage that single filers cannot replicate.

Because the only answer goes against everything they believe in.

Can anyone provide a reasonable answer?

Or is the welfare state the only reasonable answer?

Except you didn't. You passed off an OP-Ed as your work.

FACT 1) Welfare reduces the financial need for marriage. FACT 2) Since the beginning of the War on Poverty, less-educated mothers have increasingly become married to the welfare state and to the U.S. taxpayer rather than to the fathers of their children.

We'll go down the list. Try to dispute one.

FACT 3) A second major problem is that the means-tested welfare system actively penalizes low-income parents who do marry.

FACT 4) Overall, the federal government operates over 80 means-tested welfare programs that provide cash, food, housing, medical care, and social services to poor and low-income individuals. Each program contains marriage penalties.

FACT 6) Before liberal policies took hold in the black community, 80% of black children were raised in two parent families with a married mother and father. Now 72% of black children are born out of wedlock and 66% are raised in single parent female headed households.

    Those are called conclusions.

You are making yourself look foolish. But let me help you.

If I say that 80% of white Americans are racist, that is a conclusion (although stating that 80% of your household is may be a strong inference, it is, nonetheless, a conclusion).

If I say that according to Pewter, 40% of white Americans believe that immigration has negatively impacted their lives, that is a fact (i.e. the poll, but not necessarily the assertion).

If I say that more white Americans are on welfare than black Americans, that is a fact.

    Do you understand yet?

You could have at least plagiarized an article with fake facts.

More white Americans are killed by cops.

Democrats can only do the "disproportionate" math when it suits their agenda.

i'm not a sociologist so i can't really comment on the cause and effect of certain societal issues, although i can say with certainty that the comprehension of cause and effect vs. correlation on this website is not ideal.

but, i do know what a fact is versus what isn't. the reason why post 66 is not a fact is because of the firts sentence.  a fact is something that is verifiable and not up for interpretation.  2 + 2 =4 is a fact.  it can be verified and there's no other interpretation.

now, when you say this: "Before liberal policies took hold in the black community,"

that's not a factual statement because too much is not verifiable and open to interpretation.  what are liberal policies?  sh*t, the word liberal has no meaning anymore.  it is misused more than any word except conservative.
how do we objectively define "take hold"?  take hold how?  where?  and if we could objectively define that, on what date did that happen that allows us to measure the remainder of your statement?

    Economic Opportunity Act of 1964

One of the main provisions of the act was the federal government's authority to bypass states in sending funds directly to local governments. This was one of the ways the federal government was able to bypass the southern states that disagreed with federal law.

Now we're getting somewhere in this thread. Let's break down the failures of the democrats one by one.

    Food Stamp Act of 1964

The Food Stamp Act provided permanent legislative authority to the Food Stamp Program. On August 31, 1964 it was signed into law by President Lyndon B. Johnson. The food stamp act institutionalized federal food assistance.

The Social Security Amendments of 1965, enacted July 30, 1965, was legislation in the United States whose most important provisions resulted in creation of two programs: Medicare and Medicaid. Medicare and Medicaid became the United States' first public health insurance programs. The legislation was vigorously opposed by the American Medical Association until it had been enacted.

Elementary & Secondary Education Act of 1965, which exponentially increased federal involvement in local schools.

The welfare state has been a disaster for whites too. In 1960, 91 percent of white children of under 18 were living in two married parents in the household, according to a 2010 report by the Pew Research Center. By 2012 that had dropped to 70 percent of white children living with two married parents, according to U.S. Census figures.

But it has been catastrophic for blacks.

Sad what Democrats have done to the black community. Hopefully Trump can fix it. For the first time, in a long time, black people have someone with their best interests at heart in the White House.

Great Society, War on Poverty, Government controlled healthcare, and all of these programs are not really intended to help individuals out of economic hardship, but rather a well conceived approach to controlling the population. If anyone cares to study history, these strategies are straight out of the Communist Manifesto and the Karl Marx philosophy for controlling the masses.

    Nasty nasty nasty people.

When terms like "Great Society", "War on Poverty", "War on Drugs", "Patriot Act" are used, watch out.

The first problem in your hypothesis is, as Club said, you are concluding that liberal policies caused the change. You have no facts to support this.
