I believe Rand Paul is an opthamologist. He has no expertise on infectious diseases. He is also hyper partisan, routinely casting facts aside to further a narrative.

Sounds right. Trump appointees Doctors Birx and Redfield also said the same thing about masks initially due to fears there would be a run on them and supplies would run out particularly for clinicians and other health professionals. In fact, they did run out of PPE including N95 masks in large part because the Trump government had failed to plan ahead and restock the national stockpile, depleted during the Obama administration.
