However according to department of agriculture, SNAP fraud is rare. Illegal sale of benefits for money have declined from 4% in the 1990s to around 1% now. Over payments are often administrative errors rather than intentional fraud. Instead drop in SNAP enrollment can be attributed to work requirements and cost shifting to states. Overlooked is the bigger issue of many people eligible for food stamps who end up not receiving assistance.
