I'd play the over for an action play and cheer for a lot of homeruns. It sounds like the wind is really blowing out at Wrigley.

It's a rule of thumb: When a line stands out this drastically, it's a common sharp play to play the side that stands out.

Example: When you see a Total set at 5.5, you play the under.
Example: When you see a Total set at 13, you play the over.
