    The Federal Communications Commission (FCC) is requesting a FY 2014 appropriation of $359,299,000. We project the FCC will  employ 1821 full-time equivalents (FTEs) in FY 2014 from requested resources.

    According to FCC website, that link is the unofficial announcement.  Official version is full text of FCC strategic plans. Every budget proposal is from FCC Chairman (not Obama).  Since FCC is responsible to Congress, FCC must submit budget proposals for approval.  Congress dictates how much FCC can collect in fees.   Also FCC budgets match total fees collected.
