Usually easier for prosecutor to get an indictment from grand jury instead of conviction from trial jury. Grand jury of random voters can be biased. ignorant of the law and directed by prosecutor. However prosecutors are more objective and normally don't prosecute weak cases because they don't want to waste time losing in court.

Sometimes random people just aren't the answer....like, should a voter have to be of right frame of mind to vote? I mean, just because you can vote does that mean you should? Or, should there be a level of intelligence involved to know that you can make well thought out informed decisions, such as the case of what you speak of in your post?
