However, the game plan of  der Führer of the MAGA-republican party   is apparent:  F the rules! and do whatever - and force the other side to challenge it in court - which will take several months at minimum and likely years, when the conservatives slow-walk everything.

USAID is not being "abolished".  It is simply being reorganized and restructured, under the Secretary of State and responsibility of POTUS.
