.. but also sets up a great spot to take memphis second half if it goes the way SB says... then you get a better line anyway on memphis

It's a slight hedge in case Houston would happen to lay an egg first half. I can't say I've ever bet like this before but I've seen Straights hit a few of these where he bets 1H one way and FG the other way
