Are there legal New York online casinos?
"New York is currently a state without legal real money online casinos, but New Yorkers aren't very good at taking 'no' for an answer. Offshore casinos, private bookies, social casinos, hopping over the state line into New Jersey or Pennsylvania, travelling upstate for live casinos ... the people of NY will find a way to gamble if they so choose.
"With the current squeeze on sweepstakes casinos, there are only a very a limited amount still offering games in New York and the options narrow as the days pass. Because of that, it's not in your best interest to sign up for or try any sweepstakes casino at the moment. If you're intent on playing at a real money online casino, your best bet, if within a reasonable distance, is to try one of the legal NJ online casinos. You can download the casino app and create your account right from New York and simply cross the border to play anytime.
"Will the current state of affairs lead to a more aggressive push for legal real money online casinos to keep those dollars in state rather than flowing outside NY borders? We should see shortly, as things will come to a head in the NY legislature in 2026. It makes sense to settle it soon, since the true value of legal gambling in NY is in the billions."

New York real money online casino updates for 2025
Retail casinos were legalized in New York in 2013, and sports betting became available — both in person and online — in 2022.
Online casino gambling is yet to follow suit, but Senator Joseph Addabbo, a longtime supporter of gambling expansion in New York, continues to push for legal online casinos statewide, driven by Senate Bill S8185.
As of 2025, no real money online casinos are live in New York but you can play at legal online casinos in New Jersey, Pennsylvania and Connecticut.
Below see the latest updates on New York's road toward legal online casino gambling:
- If New York follows California in banning dual currency (sweepstakes casinos) in the future, it will miss out on (at least) $230M in revenue, according to the Social Gaming Leadership Alliance (SGLA). And that's without even legalizing them. If sweeps casinos were regulated, they'd add an extra $80M or more via registration fees, taxes on player purchases, and expanded advertising and market access..
- And just like that, MGM Resorts is out of the running for one of New York's three new downstate commercial casino licenses, Considered a front runner just a week ago, MGM surprised on Tuesday by voluntarily withdrawing their bid due to "newly issued guidance." Chief concerns were a 15-year license instead of an expected 30-year license, and increased geographical competition from the other remaining bids. The three finalists as of Tuesday's deadline are Resorts World, Metropolitan Park, and Bally's Bronx.
- It looks more and more like MGM Empire City, Resorts World and Hard Rock will win the three New York casino licenses. Empire City and Resorts have long been considered favorites, given their long-time ties to the community. The Hard Rock/Steve Cohen bid at Citi Field is also expected to get the OK.
- It's gonna be a no on the Freedom Plaza casino in Manhattan (or any casino in Manhattan, for that matter), dawg.
- In what they're calling an industry first, Rush Street Gaming has launched BetRivers Debit in New York. It's a debit card and demand deposit account specifically for iGaming and live casino gaming, which means faster processing times and closer budget monitoring for casino patrons. A wider rollout to other states BetRivers operates in is planned soon.
- Not only will the new $11B Freedom Plaza coming to Manhattan have world-class entertainment, retail and dining, it'll also house a dedicated Problem Gambling Resource Center with multi-lingual interactive kiosks and on-site trained professionals.
- MGM and Yonkers city officials continue to push for a gaming license for MGM Empire City. Should MGM receive one of the coveted NY casino licenses, it will serve as the perfect entry point for BetMGM's much-anticipated entry into New York's future legal iGaming market.
- Hard Rock Bet Casino's bid for one of the highly sought-after New York casino licenses is under review after a senior executive and his assistant were fired for "financial misdeeds."
- The competition for the NY casino licenses includes a bid from Coney Island, which would put a 500-room hotel, theater, convention center and 353,000 square-foot casino right in the heart of Brooklyn's favorite summer playground.
- Jockeying for those three downstate casino licenses in NY is reaching a new pitch as Bally's zoning rejection in the Bronx has made Empire City Casino in Yonkers a new favorite while Resorts World continues to push hard for its $5.5B expansion in Queens.
- Sen. Joseph Addabbo applauded Gov. Kathy Hochul for staying on track with the allocation of three downstate casino licenses in NY, noting the need to uphold the integrity of the licensing process. The three winners, after all, will also hold the licenses for any future NY online casinos.
- Resorts World New York City has officially submitted its bid for a commercial casino license to the NY State Gaming Commission. It's pursuing a $5.5 billion plan to reimagine NYC's only casino and bring thousands of jobs and millions in tax revenue to Queens.
- While an anti-sweepstakes casino bill makes it way through the NY legislature, Sen. Joseph Addabbo told a crowd at the opening of FanDuel's new NY office that the push for legal online casinos in NY continues. "It’s not a question of if," he said, "it’s a question of when, and that’s when we’re really going to blow this out of the water.”
- New York's new sweepstakes casino bill passed through the State Assembly on Tuesday and now only needs a signature from Gov. Kathy Hochul to become law.
- On the heels of NY AG Letitia James's cease-and-desist letters, the NY State Assembly will now consider a bill to ban virtual-currency casinos altogether.
- New York Attorney General Letitia James announced a new round of 26 cease-and-desist letters to sweepstakes casinos offering games to NY players.
- VGW announces plans to cease sweepstake casino operations in New York. The parent company of Chumba Casino and Luckyland Slots will terminate its promotional product, starting next month.
- A new casino at Citi Field, the Mets' home park in Queens, is one step closer after approval from the New York State Assembly Tuesday.
- Wynn Resorts looks to have the inside track for one of the three NYC casino licenses after the NYC Planning Commission approved zoning changes for the Western Rail Yards development.
- If Bally's wins its bid to open a live casino at Ferry Point golf course in the Bronx, President Trump stands to earn $115 million.
- New York State Gaming Commission Chair Brian O'Dwyer indicates that a crackdown on sweepstakes is on the horizon and further announcements are expected in April.
- The New York Senate Committee unanimously passes a bill that would ban sweepstakes gaming in the state.
- New York Senator Joseph Addabbo Jr. really wants legalized online casinos to come to NY, and he wants to go after what he sees as violators of current NY gaming law.
- Will New York's increased eye on sweepstakes casinos help push the agenda forward for legal online casino gaming?
- New York could be the most lucrative legal online casino market in the US and Sen. Joseph Abbaddo is doing everything he can to make it happen in 2025, introducing a new casino bill this week.
- Legal NY online sportsbooks continue to provide for state coffers with over $1 billion in revenue taken in from the $22.7 billion wagered in 2024, and $2.6 billion in total revenue since online sports betting was legalized in 2022.
- While New Yorkers wait patiently for online casinos to be legalize, 11 proposals for New York live casinos are currently under consideration.
How many online casinos will there be in New York?
The exact number of online casinos you can expect in New York is still to be determined in any final bill. Based on previously filed bills, there should be a significant number.
In all there could be 30+ (or more) online casino brands launched in NY, which would put in on par with the current amount of NJ online casinos available.
