Well the President and the Vice President are the only two higher than the National Security Advisory (in terms of big fish) and it doesn't take a genius to figure out that it's Trump that Flynn flipped on. So will Trump pardon himself? Since Kushner is just an advisor without any real authority in government, I doubt the FBI would cut a deal for a scrub like him. National Security Advisor is a pretty BIG fish in itself.
