It sounds to me the OP is commiting one of the cardinal sins of over-reacting to each teams last game, while the book never over-reacts to each teams last game, therefore the OP thinks a team like the Saints should play the same way this week as they did last week but the book knows better and so should the OP if he has ever watched NFL games for any length of time.

I think it is somewhere in between both sides of this argument.
Billions of advertising revenue is a stake. If your paying $ millions for a 30 sec ad spot on Monday night your doing so because the league sits down and explains the rating consistency it has been able to generate. The schedule is based on last years performance but teams change dramatically so they can't guarantee that Bal vs Indy in week 13 is going to have the same big game impact it did last year. But they can show stats that regardless of the matchup the ratings consistency remains. Ever notice how many of the prime time games go down to the wire, and amazing comebacks there are?
It isn't necessary to "manage" every game but to think that it isn't going on is ridiculous as well. The refs in football probably have more control on the outcome than any other sport, they can take and put points on the board with a single call and they can control the scoring with flags (a single 10 yard holding penalty is very effective at killing drives).
The talent level difference between players and teams is over estimated by most as well. This is purposely hyped by the media. Ex. Addidas signs RGIII to $100million contract before he throws a single pass in the NFL. ESPN counts on X% of ad revenue from Addidas each year. What do u think ESPNs job is in order to earn that ad money? Criticize and degrade Addidas's $100million investment? No they are hired to make him a star and a star he will be at if he behaves properly. The average viewer is the average Joe with an average IQ and an emotional decision maker. They want to hear hype, they want to believe that there team or player is unstoppable and that is what the media's job is to provide.
Lesson is that it is a tricky game and scenarios matter much,much more in the NFL than Xs and Os. It is business, big big business and not all is going to be left to games of chance. If u want to bet more successfully you need to consider the circumstances very carefully.

I've seen penalties worth about 200 yards now offensively. They have taken away atleast 14-24 points so far. Shows how much impact refs have on a game. Holding penalties against the offense constantly, penalties on the recieving team, and all against offense.
Look how close to the line this game is, and in this game its not just one of the lines, its both the over/under and the +/- that have followed the line for the entire game.

Plus think of how hard it would be to fix these games. And just watch some of the endings of games that are totally crazy. There's no way these things could have been totally orchestrated. Also, think about how certain things hold true, like rookie players struggling, older players going downhill... If it was fixed, these things wouldn't really hold true as much as they do.
