Guys, i am still learning this game......

Why is it, if the qtr back throws the pass to his reciever and the reciever drops it on the pass, they reset the play?

But, if the runner is running with the ball and the tackler dislodges the ball, the defendig team can pick up the ball and run with it..

Isnt that contradictory?
