Hopefully neither one of these QBs would be seeing any starts...so it would come done to Johnson for Jackson. To me it's a coin flip. Both are on teams that aren't going anywhere this year. I've been burnt by Jackson in years past and I think the Titans are still capable of playing tough football even though they aren't making the playoffs. Therefore I'd lean towards Johnson/Edwards being the side I'd want.

I have Favre and Edwards along with Rom as my qb's
both Favre and Edwards have week 9 bye
and
I have MJD and CJ on the same bye
I know bad drafting but I usually draft best available all the time and sort it out later well it is later and Im trying to sort it out ehhehehe
didnt think I would be doing so poorly though
team is
Romo, Favre, Edwards we start 2 each week
MJD, CJ, Mendenhall, Reggie we start 2 each week
Smith (car) Holmes, Roy Williams, L.Moore, Nicks we start 2 each week
Z.Miller
K.Brown

In my opinion, fantasy wise, Sjax and CJ are about equal. CJ's schedule looks nice coming up though so I would give him the advantage here forward. In your case specifically, I would do the deal though. Sjax and MJD would still be one hell of a duo. & You're gonna need a QB week 9 and Garrard vs KC looks pretty damn good. (So does week 6 vs STL and week 8 at TEN) GL with whatever you decide.
