And looking at more closely - the difference between WAS and PHI is 3.5 games.

Not trying to speak for BTW...just trying to contribute. Here is one of the rules he posted:
1. If the lower RPI has been playing significantly better baseball over the last week or so, do not play the series.
In the past week, Philly(lower RPI) has been playing better ball going 4-2. Conversely, Wash went 2-4 in the same week. This could be one of the reasons. Plus, both teams are dealing with injury issues which could be causing their up and down play recently. I can see why BTW didn't include this series.
