When reading off the teleprompter he has that preacher/teacher cadence down pat, has a generally smooth delivery and does a few little things to give his speeches life. A skilled speaker when not talking "off the cuff". He has difficulty then and is not nearly as smooth, stammers more. His modulation is not really as regular when speaking extemporaneously and makes more errors (I am not talking about his deliberate lies).
