You don’t even have to plan making a nuclear bomb - just because you want enriched uranium - that has plenty of normal use cases for instance within some medical equipment or just as a normal energy source - that would be like assuming your neighbour was making a bomb just because he brought a lot of manure and you technically can make a bomb out of manure - AND you can also make an atomic bomb without using Uranium at all
