The United States has authored a 28 point peace plan.

white house , European union Ukraine are working now to create a compromise in the text that supports European interests in conflict.

main points in discussion is the advancement of the Ukrainian military to defend their sovereign nations right to defend against Russian aggression in the future.

Top US diplomats will hold talks with Ukrainian and European officials in Geneva today as the clock ticks on President Donald Trump’s Thursday deadline for Kyiv to accept his 28-point proposal to end the war with Russia.

    • It remains unclear at this stage whether delegations from Ukraine, the US and European allies will all meet together for talks in Geneva, a Western diplomat told CNN.

    • Trump indicated yesterday the proposal is not his “final offer.” As it stands, it’s widely considered favorable to Russia. European leaders say the framework needs “additional work” as they try to reestablish a role in the talks.

    Summary
Fresh talks on the future of the war in Ukraine are under way - with delegations from the US, Ukraine, and its European allies holding discussions in Geneva

Ukraine's President Zelensky says "diplomacy has been activated", and he hopes meetings will be constructive

The talks come after Western leaders criticised a 28-point peace plan, pushed by US President Donald Trump, which is widely considered favourable to Russia - here's what is included in that proposal

The US insists it authored the plan, after US senators claimed Secretary of State Marco Rubio described it as a Russian "wish list"

Rubio says the proposal was "based on input from the Russian side", but with "previous and ongoing input from Ukraine". Trump says it doesn't represent a "final offer"

    TOP OFFICIALS ARRIVE IN GENEVA

A US official said US Special Envoy Steve Witkoff and Secretary of State Marco Rubio had arrived on Sunday for the talks on ending Russia's full-scale invasion.

"We hope to iron out the final details...to draft a deal that is advantageous to them (Ukraine)," a US official said. "Nothing will be agreed on until the two presidents get together," the official said, referring to Trump and Zelenskiy.

Ahead of Rubio's departure for Geneva, Trump said his current proposal for ending the war is not his final offer.

A U.S. official said there would be coordination meetings on Sunday morning before talks started in earnest in Geneva. There would be a full day of talks in different formats between US and Ukrainian officials, the official added.

Ahead of the Geneva gathering, there were also positive and constructive talks between US and Ukrainian officials, the official said, speaking on condition of anonymity.

    A PERILOUS MOMENT FOR UKRAINE

The draft plan, which includes many of Russia's key demands and offers only vague assurances to Ukraine of "robust security guarantees", comes at a perilous moment for the country.

Russia has been making gains along the front in the east and south of Ukraine, albeit slowly and, according to Western and Ukrainian officials, extremely costly in terms of lives lost.

The transportation hub of Pokrovsk has been partially taken by Russian forces and Ukrainian commanders say they do not have enough soldiers to prevent small, persistent incursions.

Ukraine's power and gas facilities have been pummelled by drone and missile attacks, meaning millions of people are without water, heating and power for hours each day.

Zelenskiy himself has been under pressure domestically after a major corruption scandal broke, ensnaring some of his ministers and people in his close entourage.

Kyiv had taken heart in recent weeks after the United States tightened sanctions on Russia's oil sector, the main source of funding for the war, while its own long-range drone and missile strikes have caused considerable damage to the industry.

But the draft peace deal has caused major concern as it appears to hand the diplomatic advantage back to Moscow. Ukraine relies heavily on US intelligence and weapons to sustain its war against Russia.

EUROPEANS DRAFT PLAN BASED ON US PROPOSAL

Convoys of diplomatic vehicles shuttled through Geneva on Sunday morning as the talks were about to get under way.

US Army Secretary Daniel Driscoll was also in Geneva for the talks, while Ukraine's delegation is led by the head of Zelenskiy's office, Andriy Yermak.

Yermak said his delegation met with the national security advisers from Britain, France and Germany and would next hold talks with the United States.

"We continue to work together to achieve a sustainable and just peace for Ukraine," he said on X.

Canadian Prime Minister Mark Carney said he would speak with Zelenskiy later on Sunday about the peace plan.

European and other Western leaders said on Saturday the US peace plan, which endorses key Russian demands, was a basis for talks to end the war but needed "additional work", as they seek a better deal for Kyiv before Thursday's deadline.

A German government source said a European draft peace plan, which is based on the US proposal, had been sent to Ukraine and to the US administration.

Before the talks, Zelenskiy warned that Ukraine risked losing its dignity and freedom - or Washington's backing - over the plan.

Russian President Vladimir Putin described the plan as the basis for a resolution to the conflict, but Moscow may object to some proposals in the scheme, which requires its forces to pull back from some areas .

Russian President Vladimir Putin described the plan as the basis for a resolution to the conflict, but Moscow may object to some proposals in the scheme, which requires its forces to pull back from some areas .

moderate Democrats speak out against plan.

Senators Angus King, Jeanne Shaheen and Mike Rounds told reporters at a security forum in Canada that Rubio privately described the 28-point document as a Russian “wish list” and “not the administration’s plan” during calls he made while travelling to Geneva for talks.

Senator Rounds said the text “looked more like it was written in Russian to begin with”, insisting: “This administration was not responsible for this release in its current form. They want to utilise it as a starting point.”

European interests describe the document as a good starting position for peace talks....

European union offer counter proposal to Washington 28 point plan.

source sky news 45 minutes ago.

Latest: US-Ukraine talks held in Switzerland

Reuters news agency has seen the plan and reports that the text is as follows…

    1. Ukraine's sovereignty to be reconfirmed.

    2. There will be a total and complete non-aggression agreement reached between Russia and Ukraine and NATO. All ambiguities from the last 30 years will be resolved.

(Point 3 of the US plan is deleted. A draft of it seen by Reuters said: "There will be the expectation that Russia will not invade its neighbours and NATO will not expand further.")

    4. After a peace agreement is signed, a dialogue between Russia and NATO will convene to address all security concerns and create a de-escalatory environment to ensure global security and increase the opportunity for connectivity and future economic opportunity.

    5. Ukraine will receive robust Security Guarantees.

. Size of Ukraine military to be capped at 800,000 in peacetime.

    7. Ukraine joining NATO depends on consensus of NATO members, which does not exist.

    8. NATO agrees not to permanently station troops under its command in Ukraine in peacetime.

    9. NATO fighter jets will be stationed in Poland.

    10. US guarantee that mirrors Article 5:

    a. US to receive compensation for the guarantee

    b. If Ukraine invades Russia, it forfeits the guarantee

    c. If Russia invades Ukraine, in addition to a robust coordinated military response, all global sanctions will be restored and any kind of recognition for the new territory and all other benefits from this agreement will be withdrawn.

    11. Ukraine is eligible for EU membership and will get short-term preferred market access to Europe while this is being evaluated.

    update of ongoing dialogue.

GENEVA, Nov 23 (Reuters) - The United States and Ukraine said they had created an "updated and refined peace framework" to end the war with Russiathat apparently modified an earlier plan drafted by the Trump administration which Kyiv and its allies saw as too sympathetic to Moscow.
In a joint statement released after talks in Geneva between U.S. and Ukrainian delegations, the two sides said their discussion was "highly productive" and said they would continue in coming days. They did not provide specifics about a host of issues that must be resolved, including how to guarantee Kyiv's security from the threat posed by Russia.

Looks like the fraudster Z played Trump to get the weapons and cash by acting like he would go along with whatever the King asked of him and now Z the fraudster is cozying up to the EU as it serves his interests and is not playing ball with Trump, who would have thought it?

    @wallstreetcappers

why should the EU or NATO , support Ukrainian membership and not extend the offer to Russia and the eastern European regional interests....

there was a great alliance that supported the world,

the allies were United States Great Britain, France, China and Russia these five defeated Nazi Japanese alliance in 1947, it all broke apart, but this is what created the United nations supported the bill of human rights , directed them by eleonar Roosevelt .

today this alliance is needed to manifest world peace and whatever whome ever gets credit Trump or his predecessor.... it may come to pass with rare earths as the new currency.

in my thoughts is Trump already has a mineral deal on table with Ukraine signed. I feel he or the EU wants to negotiate further if it is occupied by Russia.

the Ukrainian discovery is worth 50 trillion in rescouses and expected to be mined for. 250 years with modern methods....

just don't see how we can let that asset become Russian and be subjected to opec tactics again...in finicial markets.

then oil....now lithium energy SSD source.

I dont see how you or anyone would even think that Ukraine would give all or a part or ANY of their resources to the US, I never thought that had any merit more than when Trump said Mexico would pay for the wall. I think Z played Trump and played Biden to get what he wanted and now he has moved to other pastures to get what he wants. I consider Z a fraudster and a schemer and they have taken BILLIONS from the US and in what universe would anyone even think we would get control of their natural resources?
