Allowing Trump tax cuts to expire should be better than imposing higher tariffs and spending cuts. Tariffs cannot generate as much revenue as income tax and would disproportionately harm the poor and middle class. History shows that spending cuts increase risks of recession and higher unemployment. Past efforts have been failures because governments lack discipline and are addicted to spending. Most countries find that increasing tax revenue is more effective than spending cuts in reducing federal budget deficits.
