They make various assumptions and run them through their models.
Compare that to their more likely scenario that they assign a 50% likelihood to which assumes only 10% tariffs on targeted things like steel, dairy and aluminum.
Even the $1T in GDP does not mean it is $1T of money disappearing. All that means is that under their modeled scenario is lower than it would have been under continued USMCA.
That's what is known as a counterfactual estimate, not a prediction that the U.S. economy will literally shrink by $1 trillion.
So, to be fair, all of their models in that example should be looked at and not just the very extreme and very unlikely one that drives an anti-Trump bias and presents a false narrative.
