I don't see the correlation. Tessio was a traitor but not an informant. Pentangeli was a traitor AND informant but recanted his statements and slit his wrists at the site of his brother.
I once read somewhere that Pentangeli's storyline was written for Clemenza but the actor did not want to be a part of the film or something. Maybe he died. I read this years ago and can't remember the details. I'm happy it turned out this way as the storyline would have not made sense with Clemenza. Clemenza would've never had a strained, contentious relationship with Michael. He definitely would have never betrayed him or turned states evidence.
