I don't believe there is a law, that prohibited SC Mueller from charging President Trump with obstruction of justice..
There may be a Department of Justice stance or a rule ..but not a law.

Most people don't have the time to read 400+ pages or just aren't inclined to do so. It certainly isn't easy reading or written for the American public to consume. It was written by lawyers & very carefully worded.
Mueller has said he won't expand upon the report if seated in front of Congress but it's time for Bob to put his big boy pants on for the sake of the country. He needs to explain the report & answer questions in a "conversational" manner that most Americans can understand.
