Not hard to find at all. It is part of the job, whether we agree with it or not. Just as the 9/11 attacks are blamed on Bush---or the groundwork for lack of intelligence and missing out on Osama blamed on Clinton. If you are in office at the time --- you get the blame or credit for what happens while you are in office. We don't usually delve into the longterm policies that led to something happening while someone else is in office.
The first rule of thumb --- always look for a scapegoat; the second rule of thumb --- once you find a scapegoat, put all you can on him.
A little simple and sad, but that is the way we seem to do things.
