Police at the scene always want a statement before a person thinks of a version of events that may be less incriminating.

That law varies state to state. In FL under 901.02, et seq. , an officer need only present a Judge with an affidavit. I imagine an ADA would be contacted in higher profile cases, as in this one, but not always.

Police at the scene are trained to inquire as to what happened. The reasons are obvious as I stated above. Detectives are trained to conduct full questioning.
