I never play Trump’s advocate - but you should actually hope some kind of American court would rule companies can’t seek reimbursement - because that wouldn’t be limited to American companies - I know some big European companies that already is ready to sue - this will be VERY expensive for you guys if it is made official it was illegal - and he has already used that money (and promised it for usage in a few different areas)
