In many cases our Electoral says otherwise...

Let's say McT lives in California and wants to vote for a Republican.  How does his vote make any difference when the electoral vote is already "locked in". 

If he lives in Florida or Ohio for example, then you could argue his vote matters as the popular vote in those states traditionally is very close between the two parties and both states hold valuable electoral numbers.
