Many factors have led to the rise of ISIS, some the blame of foreign policy of the US and some more inherent.
ISIS was essentially founded byAbu Musab al-Zarqawi who was originally a cohort of Bin Laden. Most experts say that al-Zarqawi, who was killed by the US in 2006 in Iraq, was with Bin Laden in Afghanistan before 9/11. After the Afghan War, al-Zarqawi is said to fled to Iraq where he formed Al Qaeda in Iraq. Contrary to most anti-Bush pundits, AQ in Iraq operated under Hussein, essentially with his blessing (because they were anti-shia). When Iraq was invaded, al-Zarqawi fled north and helped formulate the insurgency. It was here that he fell out of favor with AQ because of his brutality towards civilians. When this occurred, he was able to use the splintered AQ in Afghan to generate millions in the poppy trade, which gave rise to recruiting throughout the poverty stricken Middle East. Some very supported speculation persists that he was 'turned in' by AQ operatives who informed Jordan who in turn, informed the US of his location.
So, while instability has assisted in the rising of ISIS, we know that AQ operated with ease long before out wars in the Middle East and Afghan.

I am not right wing. I am conservative . I want to conserve the environment and save it for prosperity. I want to conserve this country by controlling immigration and moderating the cultural divisions and religious differences by tempering immigration. I am not a religious person, but tolerate people of different faiths and expect the same. I don't believe America should be involved in destabilizing other nations, or engage in regime changing or nation building--it backfires and threatens us. The Constituition needs revision. It was written to exclude "savages" (native Americans who gave us a pristine land ) and women and people of color (then slaves). Right to bear arms does not include rapid fire machine guns used in warfare, such as used in Newton massacre of first graders.
