Mueller amended his answer to Lieu in the afternoon, during his opening statement before the House Intelligence committee.
"Before we go to questions, I want to add one correction to my testimony this morning," Mueller told the panel. "I want to go back to one thing that was said this morning by Mr. Lieu who said, and I quote, 'You didn't charge the president because of the OLC opinion.' That is not the correct way to say it. As we say in the report, and as I said at the opening, we did not reach a determination as to whether the president committed a crime."

Mueller said that Trump could be charged with obstruction of justice after leaving office. When asked if there is sufficient evidence to indict Trump, Mueller said they didn't make that calculation because of justice department policy. Sitting presidents have automatic immunity from prosecution.
Although Mueller didn't exonerate Trump, he lacks the authority to indict him. However there have been multiple indictments and convictions of Trump associates. Besides, Trump administration made legal investigations difficult by stonewalling. Both Nixon and Clinton faced impeachment for obstruction of justice.

First off ..lets not forget that the original mandate Mueller was given was to determine whether the Trump
campaign illegally conspired or coordinated with the Russian government
during the 2016 presidential election... Mueller’s report showed .. the Trump campaign did not conspire or coordinate with Russia during the 2016 election..
Having said that ..I believe Muller and his team of Democrat lawyers come to that conclusion prior to the 2018 midterm elections...but did not release the report at that time, as to not give political aid to the Republicans.
Releasing the report a year ago before the elections would have
taken away the cloud hanging over the Trump administration and in effect the Republicans running in the mid-term election..
So then.. the Mueller gang started to investigate obstruction and did this for another 8/9 months.. making it a political matter..when they could have ended the investigation related to their mandate and not string it out ,,putting an undue burden on the Trump Administration and President Trump..
Do,, I feel President Trump obstructed justice? NO!
Mueller notes that the available evidence fell short of what would be
required to prove obstruction of justice under federal law.
To me,, Mueller is the one who committed an obstruction-of-justice offense by stretching out his original assignment to provoke and exasperate the President..and trying to find something that wasn't there....in the end Mueller's report does not establish,that the President committed a crime.
..and as such,, the Mueller investigation is over and no further actions will be sought by the Special Council........case closed..
