Was told it is contingent on that person, ie. HRC being sworn
in to office. Accordingly, if HRC wins the election and gets indicted
it is considered a push and you get a refund of your bet.

It will take time to shift through Wiener's emails, then if there's evidence to go forward, they'll present that evidence to grand jury for indictment.  No way those 2 processes will take less than 2 months.
