And the 7 odd ones out are either in US or South Africa - which is insane (46 out of 50 are on the American continent - even though you are less than 1/6th of the world population) - But you aren't arresting/deporting the "criminals" primarily - you are primarily targeting the family mom and dads - that have worked and contributed to your society for ages (granted without visas - but that is something you have turned the blind eye to for ages) - primarily because those are easier to target 

For decades, past presidents wisely prioritize deporting criminals instead of all illegal immigrants.  Immigrants are less likely to commit crimes than US born citizens and south border towns have lower crime rates.  Most immigrants lived in the US for over a decade.  Contributing as workers, tax payers, consumers and entrepreneurs.  In the long term, economists consider immigration (legal and illegal) positive for US economy.
