1) Need a president that recognizes the threat and is willing to define problems
2) Pass a declaration of war on Islamic terrorists... not and easy thing to do need support of congress
3) Start to arrest those that are affiliated and those that "are on the radar" of the FBI and charge them with treason and lock them up
I don't think law enforcement can do much until we have a declaration of war. Orlando shooter and San Bernadino shooter were both known... as well as the brothers in Boston. Law enforcement cannot really do anything until the plotting of such acts becomes a crime under treason

This reminds me of how when people have lost their mind they start labeling me so that they can create a fictional strawman to argue against.
It's funny how "my strategy" gets manufactured as a means of arguing against also.

Put every Mosque on notice that penalties will be severe for radicalizing the followers. Putting some clerics in prison would be a great start.
