Maybe he just doesn't have the 15k to pay you? If that is the case, then tell him he can pay you 1k a month or something. Better to get paid something than nothing at all.
If he does have the 15k, but doesn't want to pay you, then it's game on.
Since you don't want to use violence, the only option is to damage his reputation. Tell his facebook friends he is a scumbag. Tell his other friends he is a scumbag. Tell his family he is a scumbag. If he has a business, tell his associates he is a scumbag. You will plant a seed in peoples minds that ths guy is really a scumbag. Eventually his family, friends and associates will back away from him and he will feel the effects of it. At that point, he will want to "negotiate" with you.
If this guy is dealing maryjane and is flipping cars, then it is likely that he is working for someone else....in which case, he could be protected.
As much as it sucks, hire a PI to do some recon.....get as much info as you can on him.
If he is a solo business man, then applying physical pressure may not be the worst thing you could do. Who the hell is he going to run to?
Unfortunately, the best thing to do is to move on. Unless you really have to have that cash.

if u heard from a few bartenders and maybe others then put the word out whenever he's around again flashin cash to have those ppl contact u. then go confront him. clean him out. continue until payment is complete.
if you really want this loot, physical pressure will be necessary.
