This happens all the time. Tomlin declined the penalty because it put Cleveland in a 4th and long. Giving them another opportunity on third down would have given them another opportunity to score a touchdown. Conceding an opportunity for a 49 yard field goal was a better play strategically and gave the Steelers the best chance to win the game. Imagine if he had accepted the penalty and then given up a defensive pass interference call on the next play! Tomlin made the right coaching decision.. it had nothing to do with point shaving.
Valid point but disagree. Most coaches will gladly take a penalty to put their opponent out of FG range. Especially given the wind, which was behind CLE's back, and the fact that it would have been 3rd and very, very long against the PIT D near midfield with a 3rd string QB running the O.

But that is when that event you were talking about happened - in OT.
If it wasn't OT, then Gundy could have considered your angle of pinning them at the one if he doesn't make it. But this event to which you were referring happened in OT. Got it?
