Feb. 25, 2025: Kambi Group has found a prime sports betting industry position in Ontario by becoming the Ontario Lottery and Gaming Corporation (OLG)'s official sportsbook partner. The agreement takes effect following a final review and approval, with the transition to be completed in the second half of this year.

Is sports betting legal in Ontario?

Yes, Ontario sports betting is legal. Parlay bets and pari-mutuel wagers have been permitted since 1985, and the Ontario Lottery and Gaming Corporation (OLG) has offered online single-game sports betting since August 2021. The province's new iGaming market launched in April 2022, featuring several operators available for sports bettors.

In February 2022, OLG launched a revamped PROLINE, allowing Ontarians to conduct single-game sports betting at approximately 10,000 retail locations in the province. Previously, single-event wagering was only available online via the province's PROLINE+ betting platform.

October 2022, marked the arrival of Ontario's first four retail sportsbooks. ON sports bettors can now find Great Canadian Sportsbook, a dedicated sportsbook lounge, at Elements Casino Brantford, Great Blue Heron Casino and Hotel, Pickering Casino Resort, and Shorelines Casino Belleville.

If you want to play in person, Caesars Sportsbook at Caesars Windsor is the only full-service Ontario retail sportsbook. Perhaps as the market continues to grow, they can add more in the future.

Legal Ontario sportsbooks

The AGCO and iGaming Ontario have confirmed that 32 online sportsbooks (including PROLINE+) received all necessary regulatory approvals to begin taking bets.

This total includes STX, a betting exchange. STX allows bettors to buy and sell outcomes of sporting events. Additionally, PROLINE+, operated by Ontario Lottery and Gaming, is also available to all Ontario residents.

Caesars Sportsbook in Windsor became the first full-service brick-and-mortar sportsbook in Ontario when it opened its doors on Jan. 11, 2023.

On Oct. 28, 2022, Great Canadian Entertainment opened the first four dedicated sportsbook lounges in Ontario. These "Great Canadian Sportsbooks" can be found at the following casinos: Elements Casino Brantford, Great Blue Heron Casino and Hotel, Pickering Casino Resort, and Shorelines Casino Belleville.

Additionally, six other Ontario casinos now feature sports betting kiosks: Casino Woodbine, Shorelines Casino Peterborough, Shorelines Casino Thousand Islands, Elements Casino Mohawk, Elements Casino Grand River, and Elements Casino Flamboro.

Who can bet on sports in Ontario?

You must be at least 19 years old to visit legal Ontario betting sites (21+ to bet with Caesars Sportsbook) or Great Canadian Sportsbook locations. However, if you’re 18 years of age, you can place in-person wagers at an OLG lottery terminal. As of February 2022, single-game betting is available at approximately 10,000 Ontario retailers.

What is the Alcohol and Gaming Commission of Ontario?

Established on Feb. 23, 1998, the Alcohol and Gaming Commission of Ontario (AGCO) is a world-class regulator that oversees alcohol, cannabis retail, lottery and gaming, and horse racing in Ontario.

The AGCO aims to protect online sports bettors by performing regular audits of Ontario betting sites to assess compliance and ensure all participants are doing business honestly in the province. AGCO's iGaming framework also strives to provide ample choice for its customers and to continue to grow its regulated market.

iGaming Ontario (iGO), an AGCO subsidiary, has been tasked with conducting and managing all regulated online sports and casino gambling in the province since July 6, 2021.

The pros and cons of Ontario sports betting

Ontario has established itself as an industry leader when it comes to sports betting in Canada. The province’s wish to remain an open and highly competitive market has opened the door to dozens of operators and given new and experienced sports bettors a multitude of wagering options. There are now 33 legal Ontario sports betting sites, giving players a large selection to choose from. This is among the largest selections you'll find in any market.

However, Ontario features just five dedicated retail sportsbooks, with two of these in the Greater Toronto Area (GTA).

What else can you bet on in Ontario?

The Alcohol and Gaming Commission of Ontario (AGCO) has established criteria that sports bets need to meet to be deemed acceptable for wagering. Specifically, any bet that appears to be unethical, dangerous, placed on a fixed event, or involves a majority of participants under the age of 18 is off-limits.

There are now plenty of political bets available to bettors on PROLINE+ and other regulated Ontario political betting sites.

Toronto-based operator Rivalry is among the top legal esports betting sites in Ontario for participants who are 18 or older. It offers a more robust esports betting market than other operators.

Impact of regulatory changes in Ontario

Single-game betting

Legal sports betting has existed in Ontario since the mid-1980s, but single-game sports betting had long eluded Ontario bettors prior to Aug. 27, 2021. Bill C-218, the Safe and Regulated Sports Betting Act, permitted all Canadian provincial lotteries to offer parlay-free sports wagering to local bettors.

The iGaming Ontario market

With the arrival of single-event wagering, the Ontario provincial government decided to establish a competitive iGaming market to capitalize on gaming revenue opportunities and encourage Ontarians to gamble with locally regulated sportsbooks.

The Ontario government has reeled in millions of dollars in revenue since the April 2022 launch of its iGaming websites, keeping profits local and out of the pockets of grey market offshore operators.

Today, 33 legal sports betting sites operate in Ontario under the watchful eye of iGaming Ontario — and according to a February 2024 study, over 86% of Ontario gamblers choose regulated sites. While Ontarians had access to several of these sites previously, the addition of brands like FanDuel, DraftKings, BetMGM, and Caesars Sportsbook has given locals more premium sportsbook options than any other North American market.
