Perhaps you've experienced that sinking feeling when a single keystroke accidentally destroys hours of work. Now imagine wiping out a disk drive containing an account worth $38 billion.

That's what happened to a computer technician reformatting a disk drive at the Alaska Department of Revenue. While doing routine maintenance work, the technician accidentally deleted applicant information for an oil-funded account -- one of Alaska residents' biggest perks -- and mistakenly reformatted the backup drive, as well.

There was still hope, until the department discovered its third line of defense had failed: backup tapes were unreadable.

"Nobody panicked, but we instantly went into planning for the worst-case scenario," said Permanent Fund Dividend Division Director Amy Skow. The computer foul-up last July would end up costing the department more than $200,000.

Over the next few days, as the department, the division and consultants from Microsoft Corp. and Dell Inc. labored to retrieve the data, it became obvious the worst-case scenario was at hand.

    300 boxes full of paperwork

Nine months worth of information concerning the yearly payout from the Alaska Permanent Fund was gone: some 800,000 electronic images that had been painstakingly scanned into the system months earlier, the 2006 paper applications that people had either mailed in or filed over the counter, and supporting documentation such as birth certificates and proof of residence.

And the only backup was the paperwork itself -- stored in more than 300 cardboard boxes.

"We had to bring that paper back to the scanning room, and send it through again, and quality control it, and then you have to have a way to link that paper to that person's file," Skow said.

Half a dozen seasonal workers came back to assist the regular division staff, and about 70 people working overtime and weekends re-entered all the lost data by the end of August.

"They were just ready, willing and able to chip in and, in fact, we needed all of them to chip in to get all the paperwork rescanned in a timely manner so that we could meet our obligations to the public," Skow said.

Last October and November, the department met its obligation to the public. A majority of the estimated 600,000 payments for last year's $1,106.96 individual dividends went out on schedule, including those for 28,000 applicants who were still under review when the computer disaster struck.

    'No witch hunt'

Former Revenue Commissioner Bill Corbus said no one got into trouble for the incident.

"Everybody felt very bad about it and we all learned a lesson. There was no witch hunt," Corbus said.

According to department staff, they now have a proven and regularly tested backup and restore procedure.

The department is asking lawmakers to approve a supplemental budget request for $220,700 to cover the excess costs incurred during the six-week recovery effort, including about $128,400 in overtime and $71,800 for computer consultants.

The money would come from the permanent fund earnings, the money earmarked for the dividends. That means recipients could find their next check docked by about 37 cents.

Yeah, let me get this correct.

    1. The hard drive was erased. (OK, it has happened before)
    2. The backup was erased also (Having my doubts now)
    3. The tape backups were never tested, ever (That I see every day)

We are talking about gross ignorance or someone knew exactly what they were doing.

It's hard to believe the data could not be retrieved, the format had to be done with security software.  Someone's head should roll for this one.  In fact whoever is in charge of the tech dept should be sent to tha pipeline for this one.

I have it on all of my business customers computers, also tell the private sector people about it also.  We still have backups for the business bunch, but I think maybe 5% actually carry a backup offsite. Of course if the unthinkable happens they lose thier computers and backups in one swoop. So that's why we set them up on Carbonite also.  We also use logmein.com for offsite backups.  Some people prefer to keep it local to we do that also.  Just have a few computers dedicated for the backups.

The backup to begin with is pretty brutal with Carbonite, but when you get past that it's all good.  Although, that first backup can take over a month.

Funny I had something happen similiar today.  The fact an application server for a bank got hosed because of the Dell array configuration.  Somehow the when the old drives were physically removed from the server and removed from the util, it hosed the IDs and logical drive of the new RAID 1 configuration.  All that was suppose to happen was to use partition commander to move the data over to the 2 new 300 GB SCSI in a RAID 1 config.  I don't know what the hell Dell did or had the tech do, but the next thing you know was that the server did not recognize either RAIDs having a bootable disk.  I was pissed.  So today I spent rebuilding the server and RESTORING FROM BACKUP.  All is well and back to normal.  Backups are essential and critical for disaster recovery when it comes to auditors and regulators when it comes to banks.

As a outsourced IT company, we have backup strategy at the top of the list.  We have multiple servers in a remote location that deals in off-site backups.  We provide our customers with off site backup solutions.  We also reccommend multiple backups.  Usually onsite backups with a backup to disk using a NAS, LaCie, etc device, tape backups with tapes stored offsite.  We also use ViceVersa in incremental mode between locations, if more than 1 location.

Sorry to go on and on, but actually found it disturbing that there was no trace of a backup and THEN no way of recovering it from a formatted disk?  We have third party vendors who do disk recovery of bad disks or if it ever happened a no backup and last resort from a formatted disk.  Usually it is from a company who calls us and said they had ADP payroll, etc stored locally and the drive died.  We then turn it over to our data recovery vendors.

"According to department staff, they now have a proven and regularly tested backup and restore procedure."

Only took half a dozen seasonal workers to assist the regular division staff, and about 70 people working overtime and weekends re-entered all the lost data by the end of August to say hey we need a backup/disaster recovery solution.

Than again might have been a disgruntled employee and no one is talking about it.

    Hey Mutant,

How often do you use Ontrack?  We use them as a last resort, like when the drive won't power up at all?  They are good, but damn they are expensive.

That was not accidental - and no witch hunt? They know who did it and everybody's head would roll.
And the taxpayers foot the bill - what bullshit.
I even keep a backup of my personal data offsite - in a safety deposit box.
