I assume the picture you are referring to is a tif file....If so, this can be looked at through your paint Accessories option and then copied there...Not ideal, but the PDF is much more efficient and effective...

do a search for OCR software, that is what you need to have a scan come up as editable text, otherwise it will save it as an image as you've already discovered.
