Not trying to be a smartass, but have you checked the master volume (the little speaker icon)? Also, if you go into Control Panel or settings for programs like Windows Media Player, you'll notice there are sound options (desktop, laptop, external speakers). I think it's set to "desktop" by default so that'll make it sound softer than it should.

Control Panel -> Sounds and Audio Devices -> Volume -> Speaker Settings -> Advanced and set the speakers to "Laptop".
I had a similar problem when I first got my laptop but then I changed it from "Desktop" to "Laptop" on Windows and other programs (Windows Media Player, Media Centre, PowerDVD, etc...) and the volume jumped by almost 50%!
