Internet Connection problem and Control Panel issue

I had no problem connecting to the net on my laptop with my wireless router and then all of a sudden last night the connection won't work.

I can't access the control panel or network connections. When I click on those two buttons I get nothing.

Is there any other way to access network connections so I can fix my wireless issue. I have tried to restart like ten times and nothing.

anybody that can help me I can send you ten buck via paypal, need this laptop fixed today.
