...how can I link into a Canadian IP dial-up address from California?

You can get IP masking software.  But you will not be able to get away with it.  I know what you want to do.
 
You need a picture ID to send in to open any new accounts.  Also they won't send money to a U.S. bank account or send checks to a U.S. address.

That's what I figured.  I e-mailed Pinny about this and asked if they would rather talk on the phone, and they didn't even respond.
