It's bullshit and just meant to bring in more commercial revenue - under the guise of giving the players a chance to drink water.
Teams being used to high altitude is an advantage, why don't the other players get an oxygen break where they can go to the sideline, catch their breath, and get O2 tanks to huff on?
Having better conditioning and ability to keep running at peak in heat and with less water is a physical advantage that gets stripped away with these hydration breaks. If a player can't hang for that long, they need to be subbed out.
