I am not sure exactly what he is trying to achieve either by saying it.
Maybe, he is volunteering some help, maybe he is trying to sell some, trying to say they are a valuable partner to have and expect some reciprocation, etc.
Or, maybe he is trying to get information out to try to send message to Russia to imply how ineffective their strategy is or to indicate to his own troops some positive information.
But either way it does point out a couple of things.
