you are correct. the lower income people will not have to pay much if any property tax, and yet they get to send their children to the same schools.
(it is designed to be the same schools, of course if you make more money you are not going to live in an area where the schools are poor. but if you did, if a rich mofo lived in northeast philly he would have to pay more property tax and he would send his child to the same public schools as the others.)

also, someone who has a car is benefiting from the roads, while someone who doesnt have a car and still pays taxes is not. but the same can be said about the person who rides the metro to work everyday. the person who owns a car pays taxes to fund the metro which he will likely never use.
as far as percentage wise, more income = more children... just from my personal observations this is not true. i'm not saying its not true, i would be surprised though.
a lot of poor people cannot afford birth control. i see a lot of poor people who have 8 or 9 kids all the time. i think it is more often then i see upper class families with 8 or 9 kids although, rich white catholic (dont believe in birth control) families often have more than 4 or 5 kids. but i also see poor black or hispanic families who also have many many kids (imo due to government subsidies for having more kids, and lack of access to birth control.)
