heads-up poker online

might be a stupid question but im wondering why for example on full tilt that there are 10 tables of 25/50 heads-up and different ppl are on them waiting to play someone when they could just play eachother instead of waiting.  anyone else notice this?

because the good players dont wanna play each other
they wait for fish to occupy the other seat before playing
