What's up with actually reading and drafting legislation?

Is that just one massive midnight clusterfuck?...... Or does Congress actually have time to understand it first?  If you are not on the Committee...... have no real insight on what it means.... and just vote with your friend, or money, or box, or whatever.  But is there enough transperancy in the actual legislation?
