I am sure NBC is scared shitless and calling for Michael Buble next year..It is a joke.  I would love to know what kid watched this live and pointed it out to their parents..And if they did, that probably means they see a lot worse at home

The FCC has no authority to fine her.

However, they can fine NBC for broadcasting it if found in violation of the Broadcast Decency Enforcement Act of 2005.

I read that NBC had all the artists sign a waiver that if they pulled a stunt like hers, they were on their own regarding fines.
